The Project:
Learn more about the Incline Village project.
Incline Village will be vital to economic revitalization in Duluth and transform the Central Hillside neighborhood. There are significant benefits that will result from this project, including more housing options, job creation, an expanded tax base, public amenities, and more.
Housing: Incline Village will address Duluth’s growing need for more housing options.
Incline Village will provide 1,180 market-rate housing units and 120 condominium units for sale in the Central Hillside neighborhood. This is larger than all housing projects constructed, in progress, or planned in Duluth since 2018.
Providing more residential housing options of varied sizes, types, and price ranges will help retain a diverse demographic in the city, including young professionals, families, and retirees.
Providing more residential housing options will support Duluth’s growing economy, filling a housing void to help employers attract and retain top talent.
Jobs: Incline Village will create more jobs to support a more robust economy.
As the second-largest development project in the city’s history, Incline Village will be a vital project that supports the growth and investment that Duluth needs to continue to thrive.
Turning a vacant property into a mixed-use development will create local jobs in construction, the trades, the service industry, and more.
With approximately 80,000 square feet dedicated to retail space, Incline Village will create opportunities for new businesses and new jobs.
Tax Base: Incline Village will broaden the city’s tax base and provide future property tax revenue for Duluth, the county, and our schools.
Incline Village will transform a vacant public property into a thriving residential and commercial neighborhood.
Incline Village will expand and broaden the property tax base, distributing the tax burden more widely and providing future property tax revenue for the city, county, and schools.
A growing population can increase spending on goods and services, generating more sales tax revenue for the city.
Environmentally Sound: Incline Village will maintain the integrity of the environment.
The developers of Incline Village have partnered with the City of Duluth to conduct a comprehensive and stringent environmental review process, which includes two public comment periods, to identify and mitigate any potential environmental risks associated with the development.
The extensive environmental review process includes a traffic study being conducted by the City of Duluth to examine the potential impact of the project on traffic flow and volume.
The development will connect to existing infrastructure, such as streets and roadways. Additional infrastructure, such as utilities, will be added over the multi-year project in accordance with environment and other regulations for a mixed-use development.
Incline Village will be developed using sustainable development practices, minimizing resource consumption, reducing waste, and preserving natural habitats.

Incline Village will become a new destination for local residents and visitors, providing some of the most beautiful views in the city from a new public pavilion, retail options, and connections to walking, hiking, and biking trails.
